Spatial Planning Utilization Policy by the Banda Aceh City Government in the Development of the Waterfront City Area at Seuramoe Krueng Aceh Park

Abstract

The spatial utilization policy of Banda Aceh City, as stipulated in Qanun Number 2 of 2018 concerning the Amendment to Qanun Number 4 of 2009 on the Spatial Plan of Banda Aceh City for 2009–2029, directs the rehabilitation and revitalization of the old city center through the development of a Waterfront City area. One manifestation of this development is Taman Seuramoe Krueng Aceh. However, its implementation indicates that the management of the park has not yet been carried out optimally. This study aims to explain the implementation of the spatial utilization policy of Banda Aceh City by the Government in the development of the Waterfront City area at Taman Seuramoe Krueng Aceh and to identify the constraints encountered. This study employed a qualitative method, with data collected through observation, interviews, and documentation. The findings indicate that the policy has been implemented in accordance with the established objectives through planning, program implementation, and decision-making through inter-agency coordination. The policy has contributed to the expansion of public space, increased social and economic activities among the community, and improved environmental quality. However, several constraints remain, including the absence of an officially designated agency responsible for park management, damaged and missing facilities, unclear regulation of traders' activities, limited promotion, and insufficient operational and maintenance funding. This study indicates the need for clear institutional arrangements, strengthened management and maintenance, and adequate budgetary support to ensure that the park can function optimally and sustainably as a public space within the development of the Waterfront City.
